BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Florida Housing Finance Corporation (FHFC) requires certification by the BCC of SHIP Annual Reports of expenditures and encumbrances. The SHIP FY23 Close-out Annual Report and Hurricane Housing Recovery (HHR) FY23 Interim Report were approved and certified by the BCC in September 2025. SHIP FY23 and HHR FY23 were inextricably linked in the annual reporting structure. FHFC has since bifurcated SHIP FY23 and HHR FY23 for Charlotte County to allow for extension of HHR to June 2028 and close-out of SHIP FY23, which is fully expended. Therefore, a revised SHIP FY23 Close-out Annual Report must be certified.
Adjustments have been made to remove HHR expenditures from the annual report and ensure the proper fund sources have been applied. All related expenditures have been reconciled with Budget and Administrative Services - Fiscal Division.
Provided are the SHIP FY23 Close-out Annual Report, documentation of reconciliation, and the Certification form for Chairman signature.
