Recommended Action:
Approve Change Order #1 for File #23-171, Purchase of Two (2) E-One Level 1 Custom Pumpers from Hall-mark RTC, Inc., of Ocala, Florida, in the amount of $15,000. This will remove the credit for the trade-in previously approved as the fire engine will be retained in the fleet.

No action needed. Budgeted in the Heavy Equipment Replacement plan as approved in the FY2026 budget process. Funding is supplied from assessments in the Fire/Rescue Municipal Service Benefit Unit.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This was a piggyback purchase from the Florida Sheriff’s Association Contract #FSA20-VEF14.2, to the awarded contractor Hall-mark RTC, Inc., for the purchase of two (2) E-One Level 1 Custom Pumpers and authorization for trade-in allowance of $15,000 each of two E-One Cyclone II Pumpers (PN# 28882 and 30713) for a total trade-in allowance of $30,000, which was awarded by the Board of County Commissioners on January 10, 2023.
On March 8, 2026, Public Safety had a fire engine involved in an accident, and it appears the fire engine will be totaled or have a very extended repair time; this now damaged engine was upcoming to become the spare, leaving the Department shorthanded. Public Safety has requested PN #30713 to be removed from the approval as a trade-in so it can remain in their fleet as the spare engine, which would increase the purchase price of one (1) E-One Level 1 Custom Pumper by $15,000, for File #23-171, 23-171, Purchase of Two (2) E-One Level 1 Custom Pumpers.
