Recommended Action:

a) Approve ranking of firms for Request for Proposal #26-279, Design - Wetland Habitat Enhancement and Flooding Improvements Charlotte Harbor Flatwoods: 1st: HDR Engineering, Inc, of Sarasota, Florida, 2nd: RES Florida Consulting, LLC, of Orlando, Florida, 3rd: South Florida Engineering and Consulting, LLC, of Lake Worth Beach, Florida; and

b) Approve start of negotiations; and

c) Authorize the Chairman to sign the contracts after completion of negotiations, if contract does not exceed the amount of $750,000.

Budgeted Action:

No action needed. Funding is budgeted in CHNEP fund 1026. Grant funding will be provided by the Environmental Protection Agency through IIJA. There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County is seeking a design and permitting services firm for a large scale hydrologic restoration project in Yucca Pens Unit State Wildlife Management area (located in the Charlotte Harbor Flatwoods area in Charlotte and Lee Counties). The objection is to aid the restoration of more natural flow to approximately 8,000 acres of wetlands.

 

Three (3) proposals were received and evaluated by the Professional Services Committee consisting of Jennifer Hecker, Executive Director-CHNEP, Ken Stecher, Operations Manager - Utilities, and Brandon Moody, Water Quality and Resiliency Manager - Administration. Copies of proposals received are attached along with breakdown of ranking.
