Recommended Action:

a) Approve ranking of firms for Request for Proposal #25-233, Construction Manager at Risk - Emergency Operations Center Expansion: 1st Florida Premier Contractors, LLC of Punta Gorda, Florida; 2nd Wharton-Smith, Inc. of North Port, Florida; 3rd Ajax Building Company, LLC of Venice, Florida; and

b) Approve start of negotiations; and

c) Authorize the Chairman to sign the Contract after completion of negotiations.

Budgeted Action:

No action needed. Budgeted in the Capital Improvement Project “Emergency Operations Center Expansion” as approved in the FY25 budget process. Grant funding will be provided by the State of Florida, Division of Emergency Management. There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County is seeking proposals from qualified firms to provide professional Construction Manager at Risk services as part of a design and construction team for the expansion of the Emergency Operations Center, which includes various design and engineering consultants, stakeholders, and County staff.

 

A Request for Proposal was issued and generated (11) responses with one (1) withdraw. Those responses were evaluated by the Professional Services Committee consisting of Pedro Agosto, Projects Manager, Facilities; Patrick Fuller, Director of Emergency Management, Public Safety; Kenneth Stecher, Operations Manager - Utilities. Copies of the top three (3) proposals are attached, along with a breakdown of the rankings.
