Recommended Action:

a) Approve Resolution adopting the East Port Water Reclamation Facility Expansion Capital Project Fiscal Sustainability Plan (FSP) for inclusion into the County’s Capital Maintenance Programs; and

b) Authorize the Chairman to execute the Resolution.

Budgeted Action:

No action needed. The FSP is a documentary obligation of East Port Water Reclamation Facility Expansion Florida Department of Environmental Protection’s (FDEP) Loan Agreement and currently has no funding requirements. Any future funding requirements will be incorporated into the County’s Capital Maintenance Program.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Approval of this item adopts a Fiscal Sustainability Plan (FSP) for the East Port Water Reclamation Facility Expansion Project. Adoption of the FSP is required to satisfy Clean Water State Revolving Fund (SRF) loan conditions administered by the Florida Department of Environmental Protection (FDEP) for Loan Nos. WW0802E-1 and WW0802K-0.

 

The FSP documents Charlotte County Utilities’ existing financial planning, asset management, and operational practices that support long-term sustainability of the County’s wastewater system.

 

FSP adoption is a required condition of the SRF loans and supports final loan amendment and amortization processing with FDEP. This administrative action does not commit the Board to new expenditures or changes in wastewater rates.
