Recommended Action:
a) Approve ranking of firms for Request for Proposal #26-423, Water Elevation Monitoring Services - Annual Contract: 1st Hyfi, LLC, of Ann Arbor, Michigan, 2nd Hohonu, Inc. of Honolulu, Hawaii, 3rd Environmental and Geotechnical Specialists, Inc, of Tallahassee, Florida; and
b) Approve start of negotiations; and
c) Authorize the Chairman to sign the contracts after completion of negotiations, if contract does not exceed $500,000.

Budgeted Action:
No action needed. Grant funding in the amount of $500,000 is included in the FY26 budget. Grant funding will be provided by Department of Environmental Protection. There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Charlotte County is seeking services of a firm to establish and provide surface water elevation monitoring network to provide real-time water level data and alerts, support continuous high-quality elevation records for hydrodynamic model calibration and flow rating curve development, document storm surge heights and flooding patterns, monitor tidal, riverine, coastal and urban stormwater flooding and support data-driven decision making for current and future infrastructure and capital improvement projects.
Four (4) proposals were received and evaluated by the Professional Services Committee consisting of Brandon Moody, Water Quality Manager-Administration, Carly Hobson, Asset Management Manager-Public Works, and Sarah Hiscock, Water Quality Environmental Specialist-Utilities. Copies of proposals received are attached along with the breakdown of ranking.
