The Consolidated Plan (ConPlan) is a federally required, five-year strategic document that guides how an “entitlement jurisdiction” invests its HUD block grant funding to address housing and community development needs. The ConPlan outlines priorities, establishes measurable goals, and describes how federal dollars will be deployed. The Annual Action Plan (AAP) translates those goals into specific funded projects each year. The plans are developed using data and input collected from a variety of sources, including: stakeholder and citizen participation; needs assessments; and housing market analysis.
HUD requires two (2) public meetings for the development of the plans, one of which must be a public hearing to adopt the plan. The first public meeting was held on 04.22.2026. Comments are incorporated in the ConPlan. Comments from the public hearing, and any comments received during the required 30-day period of public review and comment must be incorporated prior to plan submission. The submission deadline is 08.15.2026 in order to receive the 2026 Community Development Block Grant (CDBG) allocation. Submission of the ConPlan and AAP requires County approval following a public hearing.
Upon conclusion of the Public Hearing, the following action is recommended:
a) Approve the Resolution adopting the 2026-2030 Consolidated Plan and first-year PY2026 Annual Action Plan; and
b) Authorize the Chairman to sign the Resolution.
