a) Approve Amendment 1 to Contract 24-306. Design Emergency Operations Center Expansion, with Harvard Jolly of Fort Myers, Florida, in the amount of $542,900; and
b) Authorize the Chairman to sign Amendment 1 to Contract 24-306.

Budgeted Action:
No action needed. Budgeted in the Capital Improvement Project "Emergency Operations Center Expansion" as approved in the FY26 budget process. Funding is supplied from Capital Projects Fund ad valorem, reimbursed from the State of Florida, Division of Emergency Management mitigation grant. There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
On May 28, 2024, the Board approved the ranking and negotiations to proceed with the design of the Emergency Operations Center Expansion. It has been determined that the County will require the expansion of the EOC to be approximately 20,000 sf compared to the original 5000 sf expansion to house and accommodate all of the necessary agencies and their required functions as well as those of Charlotte County for the EOC to function at the most efficient level possible in the event of an activation.

The expansion would include a larger command room, situational awareness room, additional breakout rooms, additional bathrooms/showers, a larger county call center, a larger press room, full food preparation kitchen, and additional training space which doubles as bunk space during times of activation.

It is imperative that the EOC remain open and functional throughout the project. It is anticipated that to achieve that goal, three sequential construction phases will be required. Additional design services will be required for all of this, as well as an additional Constructi...
