REQUESTED MOTION/ACTION

recommendation
Recommended Action:
a) Approve Amendment 5 to Contract #11-079, Fixed Base Automatic Meter Reading (AMR) System, with Mueller Systems, LLC of Cleveland, North Carolina, to provide and install 2,630 composite fitting rings and locking pins at no cost to the County, provide 2,000 additional units of composite fitting rings and locking pins for inventory at no cost to the County, and provide additional quantities of composite fitting rings and locking pins at the request of the County at no cost until January 1, 2028; and
b) Authorize the Chairman to sign Amendment 5.

Budgeted Action:
No action needed. Budgeted in Capital Improvement Project "Water Meter Study Recommended Improvements" as approved in the FY26 budget process. This amendment does not have a financial impact to the project.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is for a Fixed Base Automatic Meter Reading (AMR) System for providing AMR service to all of Charlotte County Utilities service areas/customers originally approved by the Board of County Commissioners on May 24, 2011.

Amendment 1 was in accordance with Article 12.3 of the contract which provided labor and services necessary to facilitate an accelerated deployment of the AMR system.

Amendment 2 was due to Federal funding requirements from FDEP, which stated "Supplementary Conditions for Construction Procurement" must be incorporated into the current AMR project contract.

Amendment 3 was for the extension of the current contract through September 30, 2025; and amended the pricing schedule.

Amendment 4 is for updating of the parts listing with new part numbers and contract extension through and including September 30, 2026, with the same contract pricing.
