Budget & Admin Services

a) Approve Resolution which funds the West Coast Inland Navigation District (WCIND) and Boater Improvement Fund (BIF) expenditures for Fiscal Year 2027 in the amount not to exceed $1,674,608; and

b) Authorize the County Administrator, or designee, to sign WCIND grant applications and agreements, sub-recipient agreements, and other necessary grant documents associated with the FY27 BRF grant cycle.

Budgeted Action:

No action is needed. Budgeted in the FY27 Boater Improvement Fund. Funding for the projects will come from Boater State and Local Fees and the West Coast Inland Navigation District (WCIND) grant. The required 50% match for WCIND projects will be provided through Boater Improvement Fund - Local, and any remaining costs will be covered by the project awardees.

 

Background:

Each year property taxes are collected by WCIND to fund Charlotte County boater-related projects and activities. Charlotte County and Florida Fish & Wildlife Commission collect fees on boat registration for County use on boater-related activity. Annually, the Marine Advisory Committee (MAC) calls for applications for project proposals from organizations with interest in using the funds in Charlotte County. Twenty-three (23) eligible applications were reviewed by the MAC on March 12,2026, with consideration to their legal and practical appropriateness. Recommendations were made and are presented in Exhibit A, along with preliminary budget placement by funding source. BCC has final authority to award and modify the MAC recommendations. The applications are presented in Exhibit B.
