Recommended Action:
a) Approve the Resolution for Waste Management’s sanitation rate increase of 3.52% to be effective October 1, 2026, in accordance with the Amended and Restated Franchise Agreement that went into effect on October 1, 2020; and
b) Authorize the Chairman to sign the Resolution.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The amended and Restated Franchise Agreement (“Agreement”) provides that annually Waste Management may request a CPI increase or decrease. Waste Management formally requested a CPI increase on June 15, 2026, for an increase of 3.52%. The Amended and Restated Franchise Agreement maximum CPI increase is capped at 4.00%.
The Solid Waste Division has verified the rates for sanitation services and found them to be correct at 3.52%. This increase is based on the Garbage and Trash CPI which is a U.S. city average, not seasonally adjusted, as published by the U.S. Department of Labor’s Bureau of Labor Statistics.
