REQUESTED MOTION/ACTION
recommendation
Recommended Action:
a) Approve award of Request for Bid #26-481, Irrigation Services - Annual Contract, to Stahlman-England Irrigation, Incorporated, of Naples, Florida, at the unit rate submitted. The term of contract is from October 1, 2026, through and including September 30, 2027; and
b) Authorize the County Administrator to approve the renewal options for up to two additional one-year terms, at the same prices, terms, and conditions by mutual consent.

No action needed. Budgeted in the General Fund - Parks Maintenance budget as proposed in the FY2027 budget process. Funding for this expenditure comes from ad valorem.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is an annual contract that provides irrigation services on an as required basis. Anticipated General Scope of Work to be performed includes installation, repair and/or maintenance of irrigation systems.
The submitting firms were asked to provide a unit cost labor rate which includes a seven percent (7%) mark-up on materials, and a seven percent (7%) mark-up on subcontractors if required.
After review and evaluation, it has been determined to be in the best interest of the County to award Stahlman-England Irrigation Incorporated, of Naples, Florida, the lowest responsive, responsible, bidder; at the hourly rates submitted.
