Budgeted Action:
Approve budget adjustment BA26-207 in the amount of $20,964,000 adding a new Capital Improvement Project "East Port WRF Headworks". Funding will be provided from the Utility Wastewater Connection Fee Fund ($5,241,000) and Utilities Renewal and Replacement Fund ($15,723,000) using reserves from Utility Operation and Maintenance Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Amendment #3 to Contract 19-156 with Jones Edmunds Engineering to complete design services currently at the 60% plans phase, and to proceed with construction of the new East Port WRF Headworks project.
The existing East Port Water Reclamation Facility (WRF) headworks structure exhibits significant structural and mechanical deterioration, resulting in reduced reliability and treatment performance. If not addressed, the facility faces a risk of failure within the next 1-5 years, which could directly impact the plant's ability to meet regulatory requirements and maintain its permitted treatment capacity.
Construction of a new headworks facility, designed to accommodate the future 12 MGD plant expansion, will ensure uninterrupted screening and grit removal operations, protect downstream treatment processes, and preserve compliance with state and federal standards. The project will enhance the plant's level of service by improving resiliency, extending the useful life of critical infrastructure, and providing additional capacity to support Charlotte County's projected growth.
