Recommended Action:
a) Adopt Resolution approving and adopting the Community Development Block Grant - Disaster Recovery (CDBG-DR) and Community Development Block Grant - Mitigation (CDBG-MIT) Supplemental Policy Manual, which will apply specifically to CDBG-funded projects; and
b) Authorize the Chairman to sign Resolution.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
CDBG-DR and CDBG-MIT programs require the adoption of supplemental policies that specifically reference Community Development Block Grant activities. Existing County policies do not sufficiently address these requirements, as they are written broadly for general County operations. Adoption of the supplemental policies ensures compliance with U.S. Department of Housing and Urban Development (HUD) and FloridaCommerce program guidelines. These policies will apply only to CDBG-funded projects and are intended to supplement, not replace, existing County policies. Authorizing the County Administrator, or designee, to approve future revisions provides flexibility to keep policies current with regulatory changes without requiring further Board action.
