BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The 2023-2026 Local Housing Assistance Plan (LHAP) requires technical revisions to complete text amendments to align strategies across funding cycles and to define/redefine terms and strategies.
A summary of the technical revisions:
a) Update First-time Homebuyer definition;
b) Define “qualified non-profit” where referenced in certain strategies;
c) Update the Demolition/Reconstruction strategy to align with previous technical revision to 2020-2023 LHAP;
d) Update title of Non-Profit/Special Needs Rental strategy;
e) Update Section III Incentive Strategies to reflect current status.
Provided for consideration is the Resolution adopting the incorporated red-line LHAP reflecting technical revisions; and the Certification form for Chairman signature.
