REQUESTED MOTION/ACTION
recommendation
Recommended Action:
a) Approve Amendment 6 to Contract #11-079, Fixed Base Automatic Meter Reading (AMR) System, with Mueller Systems, LLC of Cleveland, North Carolina, extending the contract, through and including September 30, 2027, and revising the unit pricing schedule; and
b) Authorize the Chairman to sign Amendment 6.

No action needed. Budgeted in the Utilities Operations and Maintenance Fund – Operations budget as approved in the FY2027 budget process. Funding for this expenditure comes from rate revenues.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is a Fixed Base Automatic Meter Reading System (AMR) providing AMR service to all of Charlotte County Utilities service areas/customers originally approved by the Board of County Commissioners on May 24, 2011.
Amendment 1 was in accordance with Article 12.3 of the contract which provided for labor and services necessary to facilitate an accelerated deployment of the AMR System.
Amendment 2 was due to Federal funding requirements from FDEP which stated “Supplementary Conditions for Construction Procurement” must be incorporated int the current AMR project contract.
Amendment 3 was for the extension of the current contract through September 30, 2025, and amended the pricing schedule.
Amendment 4 was for updating the parts listing with new part numbers and contract extension, through and including September 30, 2026, with the same contract pricing.
Amendment 5 was for Mueller to 2,630 composite fitting rings and locking pins to be installed on the identified ME-8 registers on composite meters with no recorded flow as well as labor at no cost to the County, through January 1, 2028.
