Recommended Action:
a) Approve award of the Sole Source File #27-022, Automated External Defibrillator (AED) Program, to Avive Solutions, Inc. of Brisbane, California for the total amount of $267,240.78; and
b) Approve 76 County-owned Automated External Defibrillator (AED) units be used as trade-ins for the purchase of new units; and
c) Authorize the Chairman to sign the Agreement.

Budgeted Action:
No action needed. $120,560 budgeted in General Fund - EMS budget and $146,681 budgeted in Self-insurance Fund as approved in the FY2027 budget process. Funding for this expenditure comes from ad valorem and self insurance assessments.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
People Operations has requested the purchase of 103 Automated External Defibrillator (AED) units to be utilized at various locations throughout the County. The 103 AED units will be equipped with the Avive Connect AED program which includes onsite customer deployment with an eight (8) year warranty including access to the Avive REALConnect AED management platform, Avive AED pad cartridges and accessories, rechargeable battery packs, configuration of device settings, CPR/AED rescue kit, carrying case, USB power adapter, and USB charging cable. Avive Solutions, Inc. is the sole authorized distributor of the REALConnect AED program, making this a Sole Source purchase.
Therefore, it is in the County’s best interest to a) award the Sole Source File #27-022, Automated External Defibrillator (AED) Program, to Avive Solutions, Inc. of Brisbane, California for the total amount of $267,240.78 and b) approve 76 County-owned Automated External Defibrillator (AED) units be used as trade-ins for the purchase of new units.
