Recommended Action:

a) Approve a Resolution adopting the recommendation of the Affordable Housing Advisory Committee (AHAC) to donate four (4) surplus parcels to Habitat for Humanity for the development of affordable housing; and

b) Authorize the Chairman to sign the Resolution.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

The Charlotte HOME Review Committee and Affordable Housing Advisory Committee (AHAC) recommend approval of the Charlotte HOME applications from Habitat for Humanity.

 

Habitat for Humanity - Four (4) surplus parcels requested for donation, Expedited Permitting, and Impact Fee waiver:

23141 Kellett Ave.;

26155 Hapsburg Rd.;

26156 Scham Rd.;

26349 Deer Rd. 

 

On 02.23.2026, the Charlotte HOME Review Committee held an open, public meeting to review and score applications for Affordable Housing incentives and subsidies from Habitat for Humanity. Cumulative score = 57 for each application. Qualified for Tier II incentive - surplus land donation. Recommend approval.

 

On 02.24.2026, the Affordable Housing Advisory Committee (AHAC) reviewed and approved the Charlotte HOME Review Committee recommendations, as presented, by unanimous vote (member with conflict of interest abstained). The AHAC requests BOCC adoption of the recommendation.

 

Provided for review and consideration are the conveyance Resolution, Res. 2023-181 (surplus property for affordable housing), developer applications and cumulative scoring matrices.

 

If approved, the County Attorney’s Office will prepare the necessary documents to convey the parcels.
