BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

To maintain current levels of service at county ballfields, an additional fifteen staff positions are needed in FY26. A corresponding budget adjustment will be presented in the first quarter omnibus. The Board’s intent is to increase the number of FTEs without relying on ad valorem funding. Initially, the Tourism Tax was considered as a potential funding source. However, Legal determined that Tourism Tax revenues cannot be used directly to fund ballfield staff positions.  As an alternative, the Tourism Tax may be used to support eligible expenses at the Charlotte Sports Park, thereby freeing up ad valorem funds to cover the new positions and related equipment. Accordingly, the proposed budget adjustment will increase the transfer from the Tourist Development Fund to the Charlotte Sports Park and reduce an equivalent amount of General Fund (ad valorem) support. The freed ad valorem funds will then be used to fund the additional staff and equipment needs.
