Recommended Action:

a) Approve ranking of firms for Request for Proposal #25-641, Impact Fee Study: 1st Alfred Benesch & Company of Tampa, Florida; 2nd DTA Public Finance of Tampa, Florida; and

b) Approve start of negotiations.; and

c) Authorize the Chairman to sign the Contract after completion of negotiations, if contract does not exceed the amount of $150,000.

No action needed. Budgeted in the General Fund - BCC Control budget as approved in the FY2026 budget process. Funding for this expenditure comes from Ad Valorem Tax.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County requested proposals from qualified firms to assess and prepare an Impact Fee Study based on the current impact fee schedule adopted October 12, 2022, including transportation. This study will relate to existing land use categories, taking sales tax projects into consideration and make recommendations for any changes to both the fee amounts, the fee structure, and land use categories as appropriate. The study should also address recommendations for annual adjustments of those impact fees, suggest a methodology for calculating any annual adjustment, and analyze the economic impact of any increase in impact fees.

 

A Request for Proposal was issued and generated two (2) responses. Those responses were evaluated by the Professional Services Committee consisting of Shaun Cullinan, Planning & Zoning Official, Community Development; Scott Ericson, Financial Manager, Budget & Administrative Services; and Joanne Vernon, County Engineer, Public Works. A copy of the two (2) proposals are attached along with the breakdown of the rankings.
