Recommended Action:

a) Approve ranking of firms for Request for Proposal #25-608, Design Services - 2025 Lift Station Replacements: 1st: Giffels-Webster Engineering, Inc. of Englewood, Florida; 2nd: Kimley-Horn and Associates, Inc. of Sarasota, Florida; 3rd: Jones Edmunds & Associates, Inc. of Alachua, Florida; and

b) Approve start of negotiations; and

c) Authorize the Chairman to sign the Contracts after completion of negotiations, if contract does not exceed the amount of $750,000.

Budgeted Action:

No action needed. Budgeted in the Utility Capital Maintenance Plan, as approved in the FY26 budget process. Funding comes from the Utility Renewal and Replacement Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County is seeking design services for replacement of wastewater lift stations at selected locations. Services include design of underground infrastructure including manholes, wet wells, gravity sewer mains, sewer force mains and appurtenances, lift station equipment including pumps, guide rails, piping, cables, conduit, control panels, odor control units, back-up generators, and design of all other required structures.

 

Five (5) proposals were received and evaluated by the Professional Services Committee consisting of Bruce Bullert, Operations and Engineering Manager -Utilities, Jeff Keyser, Projects Manager - Public Works, and Joseph Romanelli, Projects Manager - Facilities Management. Copies of the proposals received are attached along with the breakdown of the ranking.
