BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County entered into a three-year license agreement with the William R. Gaines Jr. Veteran Memorial Fund for the construction of the Beirut Peacekeepers Tower on February 6, 2023. The Fund has completed the initial infrastructure, including completion of the pre-cast concrete sections, for the tower and other elements. A three-year extension of the agreement will enable the organization to complete the tower construction.
