Recommended Action:
Approve award of Request for Bid #25-467, Burnt Store Reverse Osmosis Water Plant Membrane Replacement, to the lowest responsive, responsible bidder, H2O Innovation USA, Inc. of Ramsey, Minnesota, in the amount of $429,975. This is to secure the services of a Contractor to perform replacement, cleaning, and installation work of the brackish water reverse osmosis membranes in trains B, C, D, and E at the Burnt Store Reverse Osmosis Water Treatment Plant.

No action needed. Budgeted in the Utility Capital Maintenance Plan, as approved in the FY25 budget process. Funding comes from the Utility Renewal and Replacement Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Utilities has requested to secure the services of a Contractor to perform replacement, cleaning, and installation work of the brackish water reverse osmosis membranes in trains B, C, D, and E at the Burnt Store Reverse Osmosis Water Treatment Plant. Train B contains 84 membranes, Train C contains 140 membranes, Train D contains 140 membranes, and Train E contains 140 membranes, totaling 504 membranes.
After review and evaluation of the bids received, it has been determined to be in the best interest of the County to award the Burnt Store Reverse Osmosis Water Plant Membrane Replacement project to the lowest, responsive, responsible bidder, H2O Innovation USA, Inc. of Ramsey, Minnesota, in the amount of $429,975.
The completion time is 60 calendar days with a liquidated damages rate of $1,170 per calendar day.
