Recommended Action:
a) Approve Amendment #1 to Contract #22-261, Engineering Services - West Port Water Reclamation Facility Expansion, with HDR Engineering, Inc. of Sarasota, Florida, in the amount of $762,000 and a revised completion date of April 30, 2028; and
b) Authorize the Chairman to sign Amendment #1 to Contract #22-261.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
On June 28, 2022, the Board approved the ranking of firms and beginning of negotiations for Request for Proposal #22-261, Engineering Services- West Port Water Reclamation Facility Expansion, with HDR Engineering, Inc.

Amendment #1 amends the original contract to reflect the following:

The initial design expansion of 5.0 MGD is being changed to a 2.5 MGD capacity phase, with space accommodations for 5.0 MGD. A new equalization (EQ) basin will be designed and constructed in a separate construction package to function with the existing facility, addressing immediate operations concerns with variability of influent flows, and will be incorporated into the future 2.5 MGD facility expansion. Additionally, a new biological treatment process was selected to reduce the overall construction cost.

Additionally, the original contract noted Rotonda WRF would be evaluated for replacement with a master pump station and force main. However, during the planning phase it was assessed that the most cost effective and reliable solution for the County would be to keep the Rotonda WRF in operati...
