b) Authorize the Chairman to execute the Memorandum of Understanding (MOU).

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
New Day Christian Church has been a long-standing partner to Charlotte County in supporting the community’s most vulnerable residents during disasters. For years, the Port Charlotte campus has served as a potential location for Special Needs Shelter operations, providing a safe, and accessible environment for individuals with medical acuities during emergencies. The County and the Church have worked closely during prior hurricane seasons to ensure the facility is ready, staffed, and equipped when activated. The Memorandum of Understanding (MOU) simply formalizes this existing partnership by clearly outlining the responsibilities, expectations, and scope of support for both parties, ensuring continued continuity of operations and a shared commitment to safeguarding at-risk populations. The MOU will ensure all parties are adhering to local, state, and federal requirements for reporting, documentation, and reimbursement policies.
