BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

body

Background:

On April 21, 2021, State Revolving Fund Loan Agreement WW0802H0 was fully executed between Charlotte County and FDEP to finance the Ackerman Zones 1 & 2 and Vacuum Station project. The Loan Agreement requires Charlotte County Utilities (CCU) to develop and implement a Fiscal Sustainability Plan. The purpose of the FSP is to detail how CCU will manage the comprehensive fiscal planning for the long-term management of the assets associated with the project.

This FSP provides a fiscal plan for the maintenance, repair, and replacement of the Ackerman Zones 1 & 2 and Vacuum Station assets over a 20-year planning period.  The FSP is transferred to Charlotte County’s Capital Maintenance Plan which is approved by the Charlotte County Board of County Commissioners (BCC) annually.  The assets will be managed pursuant to the County’s Asset Management Plan and will be maintained using Cityworks.

CCU is bringing forth and requesting approval of the FSP to be included in the County’s Capital Maintenance Program and for submission to FDEP.
