Recommended Action:

a) Approve Amendment 2 to Contract #24-597, Burnt Store Water Reclamation Facility Permit Modification and Design, with Kimley-Horn and Associates, Inc., of Raleigh, North Carolina, for task revisions, and increased cost of $2,855,187; and

b) Authorize the Chairman to sign Amendment 2.

No action needed. Budgeted in Capital Improvement Project “Burnt Store Water Reclamation Facility Expansion” as approved in the FY26 budget process. Funding will be supplied by the Utility Wastewater Connection Fee Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

This is for professional services to complete a major permit modification and provide a design to increase capacity to a minimum of 1.0 million gallons per day for the Burnt Store Water Reclamation Facility, which was originally approved by the Board of County Commissioners on April 8, 2025.

 

Amendment #1 was approved on July 22, 2025, to correct the fee schedule as Task 7, was not included in the total not-to-exceed project fee.

 

This Amendment is to have the scope of services revised to include additional efforts added to Tasks 1 through 9, per the direction requested from the Board of County Commissions, at the October 14, 2025 Utilities Workshop Meeting. Based on this meeting the scope of services has been revised to include additional efforts associated with the design permitting, Construction Manager at Risk (CMAR) coordination, and construction administration services for a new 1.25 million gallons per day (MGD) annual average daily flow (AADF) treatment facility at the existing Burnt Store WRF site.
