a) Approve renewal purchase of File #26-515, Accela ePermitHub Renewal - Year 1 and 2, to Accela, Inc., of San Ramon, California, for the total cost of $411,164.01; and
b) Authorize the Chairman to execute the Renewal Order Form.

No action needed: Budgeted in the Building Construction Services Fund - Building Construction Services budget as approved in the FY2026 budget process. Funding for the expenditure comes from permit revenue.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Information Technology requests the purchase approval for Accela ePermitHub Digital Plan Room; this software application is used by Community Development and provides customized intake of the citizen access portal, plan review, fees and permits assurance, inspections, automated scripting optimization, data cleansing and data standardization and integration optimization.
This renewal purchase includes two (2) one-year terms for Accela ePermitHub support and maintenance services. The first renewal term is from May 18, 2026, through May 17, 2027, at a cost of $ 202,543.85. The second renewal term is from May 18, 2027, through May 17, 2028, at a cost of $ 208,620.16. Costs will be funded through the appropriate fiscal year budgets. Accela, Inc., is the sole owner and provider of the ePermitHub software, the renewal must be purchased directly from Accela, making this a sole source purchase.
