Approve award of Request for Bids #20-412, Dredging - Manchester Waterway, to Marine Contracting Group, Inc. of Punta Gorda, Florida at a total cost of $298,949.81. This is for the maintenance dredge of Manchester Waterway.

No action needed. Budgeted in the CIP Project “Manchester Waterway Maintenance Dredging” as approved in the FY20 budget process. Funding is supplied from Manchester Waterway MSBU in the Public Work’s Department budget.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

The project work includes maintenance dredging of shoaled areas in the Manchester Waterway system. The target dredge depth is 6.3 feet NAVD88 in Ackerman Waterway, Manchester Waterway, and Manchester Extension and 5.2 feet NAVD88 in Como Canal, with 0.2 feet of above grade tolerance in all waterways (maximum payable dredge depths of 6.3 and 5.2 feet NAVD88, respectively). All dredged material shall be placed either in Humphrey Basin for beneficial use (if deemed suitable by the County) or in a temporary upland placement site for drying before being trucked to a County-owned landfill for permanent disposal as described in the project plans and specifications.

A Request for Bids was solicited and generated five responses. The responses were reviewed by Public Works, who recommended award to the lowest responsive, responsible bidder.

Therefore, it is recommended that the Board of County Commissioners award Request for Bids 20-412, Dredging - Manchester Waterway, to the lowest responsive, responsible bidder, Marine Contracting Group, Inc. at the unit prices bid for an estimated cost of $298,949.81.

Completion Time is 140 calendar days with a liquidated damages rate of $966 per calendar day.
