Approve award for Request for Bid #23-220 Hurricane Ian Permanent Repairs for West County - Group 2 to the lowest responsive, responsible Bidder, Quality Enterprises USA, Inc. of Naples, Florida in the total amount of $765,000.

Budgeted Action:
No action needed. A 4th quarter Budget Adjustment will be brought to the Board for approval. Hurricane costs are being collected in the hurricane fund. Funding is anticipated to be 75% reimbursable from FEMA (Federal Emergency Management Agency) with a 25% match paid by the FDEM (Florida Department of Emergency Management).

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is for the services of a Contractor for the permanent repairs and restoration of County infrastructure due to damages from Hurricane Ian. Work may include, but is not limited to, removal and disposal of existing structures, site dewatering, flow diversion, pond construction, excavation and fill, grading, sodding, and maintenance of traffic. This particular project includes repair work on Jennifer Drive, Grouse/David Boulevard, Greenway Avenue, Willmington Boulevard, Oceanspray Boulevard, and Spinnaker Boulevard.
Therefore, recommend award to the lowest responsive, responsive bidder, Quality Enterprises USA, Inc. of Naples, Florida in the total amount of $765.000.
Completion time is 155 calendar days with liquidated damages of $1,532 per calendar day.
