Recommended Action:
a) Approve ranking of firms for Request for Proposal #24-138 Subsurface Utility Engineering Verification: 1st Colliers Engineering and Design of Tampa, Florida; 2nd ECHO UES, Inc. of Tampa, Florida, 3rd Veith Engineering and Business Solutions, LLC of Sarasota, Florida; and
b) Approve start of negotiations; and
c) Authorize the Chairman to sign the Contract after completion of negotiations.

No action needed. Budgeted in the Utilities Operations and Maintenance Fund - Administrative budget as approved in the FY2024 budget process. Funding for this expenditure comes from rate revenues.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is for professional services for Charlotte County Utilities to incorporate subsurface utility engineering data into the Charlotte County Utilities map book to provide a more complete and accurate inventory of underground assets.
A Request for Proposal was issued and generated seven (7) responses. Those responses were evaluated by the Professional Services Committee consisting of Ken Stecher, Operations Manager - Utilities; Lindsey Johnson, Strategic Planning and Projects Manager - Facilities; and Ray Slade, Projects Manager - Public Works. Copies of the top three (3) proposals are attached, along with a breakdown of the rankings.
