Recommended Action:

a) Approve ranking of firms for Request for Proposal #24-131, Ten-Year Beach Management Plan: 1st Coastal Engineering Consultants of Bonita Springs, Florida; 2nd Goodwyn Mills Cawood, LLC of Lutz, Florida; and

b) Approve the start of negotiations; and

c) Authorize the Chairman to sign the Contract after completion of negotiations.

Budgeted Action:

No action needed. Budgeted in the Public Works MSBU/TU Dredging Capital Maintenance Plan and Capital Improvements Project "Stump Pass Monitoring" as approved in the FY24 budget process. Grant funding is provided by Florida Department of Environmental Protection (FDEP) and requires a 64.35% county match. County match funding is supplied from Manasota Key Beach Renourishment MSBU assessments, Don Pedro/Knight Island Beach Renourishment MSBU assessments, Stump Pass Dredging MSTU ad valorem, Tourist Development, Boater Improvement Fund-local and Growth Increment Fund. Sarasota County will reimburse Charlotte County for their portion of the contract.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

This is the professional engineering services for a ten-year beach and inlet management plan, which includes an alternative analysis, design, permitting, construction support, and monitoring.

 

A Request for Proposals was issued and generated two (2) responses. Those responses were evaluated by the Professional Services Committee consisting of Matt Logan, Projects Manager, Public Works; Jamie Scudera, Projects Manager, Community Services; and James Richardson, Traffic Engineering Superintendent, Traffic Signs & Marking. Copies of the top two (2) proposals are attached, along with a breakdown of the rankings.
