a) Approve Amendment #14 to Contract #12-050 Stump Pass 10-Year Management Plan with Coastal Engineering Consultants of Bonita Springs, Florida. This is a zero dollar amendment; and

b) Authorize the Chairman to sign Amendment #14 to Contract #12-050.

No action needed. Budgeted in the Capital Improvements Project “Stump Pass Monitoring” as approved in the FY24 budget process. Funding is supplied by Tourist Development Council, Boater Improvements Fund-Local, and Stump Pass Dredging MSTU ad valorem.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

This is for engineering services for a ten-year beach and inlet management program to include, but not limited to, alternative analysis, design, permitting, construction support, and monitoring, originally approved by the Board of County Commissioners on September 11, 2012. Amendment #14 is for several permit required services specific to the 2022 Stump Pass Dredging Project. Attached are the previous Amendments, the original contract, and this Amendment.

 

Amendment #1 - Additional review/assessment to obtain funding for damage to Stump Pass due to Tropical Storm Debby in the amount of $98,928.

 

Amendment #2 - 2014 Annual Monitoring in the amount of $139,851.

 

Amendment #3 - 2015 Annual Monitoring in the amount of $298,133.

 

Amendment #4 - Assistance in administration of the construction of the Erosion Control Project from award of bid through final acceptance by County and permit agencies in the amount of $658,337.

 

Amendment #5 - Extended monitoring required in accordance with permits for shorebirds and sea grasses (no change in amount).

 

Amendment #6 - Complete first year monitoring services for the 2017 Erosion Control Project in the amount of $148,198.

 

Amendment #7 - Assist the County in administering construction of the Erosion Control Project and provide design services for the 2021 Stump Pass Dredging and Post-Storm Recovery Beach Renourishment Project in the amount of $382,626.

 

Amendment #8 - Complete 3rd year monitoring services for the 2017 Erosion Control Project and provide design services for the 2021 Stump Pass Dredging and Post-Storm Recovery Beach Renourishment Project in the amount of $83,395.

 

Amendment #9 - Assist the County in administering the 2021 dredging of Stump Pass Navigation Channel, complete the pre-required services, and provide technical support services for Year One of South Beach Fill construction completed in 2020 in the amount of $382,914.

 

Amendment #10 - Assist the County in completing the permit-required services and provide technical support for Stump Pass Dredging which will be completed in 2022 in the amount of $115,775.

 

Amendment #11 - Assist the County to provide engineering analysis, reporting, and technical assistance in support of a request to FEMA for post-storm recovery assistance to address impacts from Hurricane Ian on the Updrift Beach Fill, North Beach, South Beach Fill, and Stump Pass Navigation Channel, in the amount of $13,200.

 

Amendment #12 - Assist the County to provide engineering analysis, reporting and technical assistance in support of a request to FEMA for post-storm recovery assistance to address impacts from Hurricane Nicole on the Updrift Beach Fill, North Beach, South Beach Fill, and Stump Pass Navigation Channel in the amount of $$44,400.

 

Amendment #13 - Assist the County with permit-required monitoring services and technical support services for the Stump Pass dredging project and the South Beach Fill construction project in the amount of $182,876.
