Budgeted Action:
Approve budget adjustment BA24-087 in the amount of $3,362,000, amending the FY24 budget for Capital Improvement Project “Landfill Scale House” from $5,518,042 to $8,880,042. Funding is supplied from fees in the Solid Waste Enterprise Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The Solid Waste Division is requesting a new right and left turn lane on Zemel Road at the entrance to the Landfill's new scale house. This will allow for an increase of road capacity on Zemel Road. The current entrance for the new scale house is a two-lane driveway that runs east to west and connects to Zemel Road. In FY21/22, the Landfill’s current scalehouse processed 70,896 customer transactions; in FY22/23, processed 128,320 customer transactions; and in current FY23/24 (October to January), 35,275 customer transactions. In addition, this project will improve vehicle traffic circulation within the Landfill site to include additional pavement, millings, and resurfacing of the existing pavement within the Landfill.
