BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Florida Housing Finance Corporation (FHFC) requires certification by the BCC of SHIP Annual Report of expenditures and encumbrances within 90 days of the expenditure deadline.
The original expenditure deadline for SHIP FY21 funding was 06.30.2023. An extension to 12.31.2023 was awarded due to hurricane-related delays affecting rehab/construction projects. All FY21 funds were expended by the 12.31.2023 deadline. FY22 funds are fully encumbered. There is 1 error noted in the report, because admin funds were reported as $0. As there was no State allocation for FY21, only program income is reported, therefore, there are no SHIP admin funds to report. FHFC will override that error to facilitate submission.
