BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Goodwill Industries (GWI) has requested SHIP funding in support of the rehabilitation of Williams Place, a 12-unit supportive housing/affordable rental property for persons with disabilities with income at or below 50% Area Median Income (AMI). This is a $329,647 loan under the Local Housing Assistance Plan (LHAP) Non-profit/Special Needs Rental strategy. Due to the award amount exceeding the department’s budget authority of $150,000, Board approval to execute the loan is required.
All loan documents (Mortgage, Note, and LURA) shall be prepared by the County Attorney’s Office and executed by the County Administrator or his designee pursuant to Resolution 2023-096. Provided with the item are the GWI application for SHIP funding; the LHAP strategy; and Resolution.
