BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Goodwill Industries (GWI) has requested SHIP funding in support of the rehabilitation of Harbor Place, a 14-unit supportive housing/affordable rental property for persons with disabilities who have household income at or below 50% Area Median Income (AMI). This is a $370,342 loan under the Local Housing Assistance Plan (LHAP) Non-profit/Special Needs Rental strategy. Due to the award amount exceeding the department’s budget authority of $150,000, Board approval to execute the loan is required.
All loan documents (Mortgage, Note, and LURA) shall be prepared by the County Attorney’s Office and executed by the County Administrator or his designee pursuant to Resolution 2023-096. Provided with the item are the GWI application for SHIP funding; the LHAP strategy; and Resolution.
