REQUESTED MOTION/ACTION

Recommended Action:

a) Approve an amendment to a grant from the Department of Economic Opportunity Department of Commerce for construction of the Beirut Tower at William R. Gaines Jr. Veterans Memorial Park, amending the scope of work and extending the agreement period; and  

b) Authorize the Chairman to execute the amendment.

Budgeted Action:

No budget action needed. Grant funding is provided by the Department of Economic Opportunity Department of Commerce, as a pass through the county to the Gaines Foundation. Funding in the amount of $2,000,000 for the expenditures will come from the general fund. Expenses in excess of $2,000,000 will be covered directly by the Gaines Foundation. There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

DEO Department of Commerce grant HL157 is set to expire June 30, 2024. Charlotte County requested a 1-year extension and change to the scope of service.

 

The current scope of service includes the construction of a 45-foot-tall memorial with 3 stories of interactive educational displays. Due to delays from Hurricane Ian recovery, inflationary pricing and necessary hurricane hardening, the entire project will be constructed in two phases.

 

Phase I of the project includes demolition and construction of all the necessary infrastructure for the tower, such as utilities, drainage, landscaping and hardscaping. The proposed amendment extends the agreement to June 30, 2025.
