Background (Why is this Action Necessary, and What Action will be accomplished)

Background:

On July 1, 2023, Florida House Bill (H.B.) 1379 became effective. The bill mandates that certain local governments amend their comprehensive plans. Specifically, local governments must “consider the feasibility” of providing sanitary sewer service to large existing and planned neighborhoods.

In order to be consistent and in compliance with this new statutory requirement, staff is proposing to amend the Potable Water and Sanitary Sewer sub element under the Infrastructure Element by:

1.                     Creating a new WSW Policy 3.3.4: Feasibility of Providing Sanitary Sewer Services.

2.                     Revising WSW Policy 3.3.3: Community Utility System Reporting to reflect the new policy.

On March 11, 2024, the Planning and Zoning Board recommended approval of this text amendment.

What Action will be accomplished?

If the Board of County Commissioners approves this large-scale plan amendment, it will be transmitted to Florida Department of Commerce and other State agencies for review and comment.
